Hong Kong Launches San Tin Technopole Company to Accelerate Innovation and Technology Growth

The Hong Kong Government has officially established the San Tin Technopole Company Limited (STTCL), marking a significant step in its long-term strategy to strengthen the city’s innovation and technology ecosystem and position Hong Kong as a leading global technology hub.The newly created company will oversee the planning, infrastructure development, and industrial growth of the 210-hectare San Tin Technopole, a flagship innovation district designed to support research, advanced manufacturing, technology commercialization, and high-tech business development.Wholly owned by the Financial Secretary Incorporated, STTCL will coordinate the development of innovation land within the San Tin Technopole and the Hong Kong Park in the Loop, creating an integrated environment where research institutions, technology startups, manufacturers, and global investors can collaborate more effectively.To guide the initiative, the government has appointed a board of directors led by Dr. Sunny Chai Ngai-chiu, alongside six experienced non-official directors drawn from industry, academia, and technology sectors. Their three-year term begins on 1 July 2026, with responsibility for steering the company’s strategic direction and ensuring alignment with Hong Kong’s innovation agenda.The Technopole is designed to provide a complete innovation value chain by supporting every stage of technology development—from scientific research and prototype creation to pilot production, manufacturing, and commercial deployment. The development will include dedicated facilities for research laboratories, testing centres, pilot production lines, advanced manufacturing plants, and corporate offices.Government officials say the project forms a key pillar of Hong Kong’s Innovation and Technology Development Blueprint and supports the city’s role under China’s 15th Five-Year Plan as an international centre for innovation and technology.Priority sectors identified for the Technopole include artificial intelligence, robotics, life and health technologies, microelectronics, smart devices, advanced materials, renewable energy technologies, and green innovation. These industries are expected to drive economic diversification, attract international investment, and strengthen Hong Kong’s high-value manufacturing capabilities.Professor Sun Dong, Secretary for Innovation, Technology and Industry, said the project will establish an integrated ecosystem connecting upstream research, midstream technology development, and downstream manufacturing, providing businesses with the infrastructure needed to transform innovative ideas into commercial products.Preparatory work is already underway ahead of the company’s operational launch. The government is recruiting a Chief Executive Officer and senior management team while also preparing land allocation plans and seeking approval for a HK$10 billion capital injection proposed in the 2026–27 Budget.Development of the San Tin Technopole will take place in multiple phases using different implementation models. Authorities expect the project to deepen collaboration with neighbouring Shenzhen, strengthen regional technology partnerships within the Greater Bay Area, and reinforce Hong Kong’s role as a gateway connecting mainland China’s innovation ecosystem with global markets.With significant investments in infrastructure, strategic industries, and research capabilities, the San Tin Technopole represents one of Hong Kong’s most ambitious technology projects to date. Officials believe it will accelerate innovation, create high-quality employment opportunities, and support sustainable economic growth while enhancing the city’s competitiveness in the global digital economy.
