France Unveils €13 Billion Fund to Strengthen European Tech Leadership

Paris, June 2026 –

France has announced a major €13 billion investment initiative aimed at accelerating the growth of French and European technology companies, reinforcing its ambition to achieve greater technological independence and global competitiveness. The funding forms the third phase of the government’s Tibi Initiative, a programme launched in 2020 to channel long-term investment into high-growth technology firms. With this latest commitment, total funding mobilised under the initiative is expected to approach €31 billion, while the current phase targets an overall investment pool of €15 billion by 2030.A significant feature of the new programme is its focus on deep-tech innovation, with half of the investment earmarked for companies developing advanced technologies such as artificial intelligence, quantum computing, advanced semiconductors, biotechnology, and space technologies. The initiative has attracted participation from several major French institutions and corporations, including insurer Carac, rail operator SNCF, public transport group RATP, defence firms Naval Group and MBDA, and satellite communications company Eutelsat.French authorities say the funding is designed to help innovative startups and mid-sized technology companies scale more effectively, access larger funding rounds, and pursue public listings without relocating outside Europe. The strategy aims to ensure that promising European technology firms remain rooted in the region while competing globally. The latest announcement was made during the VivaTech innovation conference in Paris, one of Europe’s leading technology events. Officials also highlighted a stronger European dimension in this phase of the programme, with additional support for pan-European investment funds capable of backing technology companies through their later stages of growth. The move reflects a broader trend across Europe as governments increase investments in strategic technologies to reduce dependence on foreign technology ecosystems and strengthen digital sovereignty in an increasingly competitive global market. Why It Matters- €13 billion in new funding has been mobilised for technology investment.- Total funding under the Tibi Initiative is expected to reach nearly €31 billion.- 50% of investments will target deep-tech sectors.- The programme aims to support IPOs and help startups scale within Europe.- France is positioning itself as a key hub for AI, deep-tech innovation, and digital sovereignty. As global competition in artificial intelligence and emerging technologies intensifies, France’s latest investment push signals a strong commitment to building a resilient and self-sustaining European technology ecosystem.
